A federal judge in Boston blocked the Trump administration's rule limiting how long foreign students and journalists may remain in the United States, a day before it was set to take effect.
- US District Judge F. Dennis Saylor blocked the Department of Homeland Security rule, finding it built on "exceptionally weak" rationales and adopted without meeting the agency's legal obligations.
- The rule would cap F visas for students and J visas for cultural exchange participants at four years and limit journalist I visas to 240 days, affecting roughly 2.1 million holders.
- DHS general counsel James Percival criticized the ruling, saying it forces immigration enforcement to "permit this rampant abuse of our immigration system."
- Miriam Feldblum of the Presidents' Alliance on Higher Education and Immigration said the ruling preserves the system that lets US colleges "attract, educate, and retain global talent."
- Saylor warned the rule would cause 'catastrophic harm' to American higher education and the economy when he issued his decision.
