Israel has for two months refused to allow construction of a Gaza base meant to house the vanguard of an international stabilization force.
- The Peace Board, chaired by US President Trump, awarded its first Gaza construction contract in August to Louisiana firm Arkel International to build the 150-troop outpost.
- A person with direct knowledge of the project said contractors and trucks are barred from entering the Strip: "Israel won't open the border."
- The 150 troops would come from a 500-strong contingent already deployed from Morocco and Kosovo, according to the same source.
- The source said the board expects Israel to permit the project after elections set for 27 October.
