Madbouly announces immediate start of phase two of Haya Karima rural development

At the closing of the Egypt Forum 2026, Prime Minister Madbouly said its recommendations had become presidential directives and outlined the rural development rollout.

• Madbouly said the government will begin implementing phase two of the Haya Karima initiative immediately, with phase three scheduled from January 2028.
• Madbouly said five billion Egyptian pounds will be allocated annually to cities and villages for extending water and sewage networks.
• Madbouly said about 18 million citizens in rural villages felt the benefits of development through Haya Karima.
• The forum's closing ceremony was held in the New Administrative Capital with President Sisi in attendance.
