Los Angeles prosecutors have charged Silvia Zhang and Guojun Xuan with child abuse after an investigation found at least 21 children in a surrogacy scheme.
- Zhang and Xuan face counts of child abuse, conspiracy, accessory after the fact, and dissuading a witness, with prosecutors seeking $100 million bail.
- Fifteen children were removed from the couple's Arcadia home last year and six more were located elsewhere, ranging in age from two months to 13 years.
- District Attorney Nathan Hochman said the couple operated a surrogacy agency from their home and told nannies not to leave physical marks on the children.
- Defense attorney Mitchell Krems said Xuan's goal was to raise children who become productive adults.
