- Education Minister Mohamed Abdel Latif announced the framework at a conference held on behalf of Prime Minister Mostafa Madbouly.

- Amara said the framework, developed with the EU and the European Training Foundation, implements Law 160 of 2022 creating the Itqan authority.
- Amara said workshops in December 2025 and March 2026 helped draft the indicator framework with experts from European countries.
- The framework was developed with Germany's GIZ and is modeled on the EU's EQAVET quality-assurance system adapted to Egypt.
- Etqan said the launch begins a new phase of applying the indicators, which it will review and update periodically.
